The Best Pillar Lens for this Job is VR28 (or Vermillion), It does a clever trick with the light. It tones down the brightness of that washed-out grey/white sky (which is actually quite glaring), while at the same time it enhances warm colors. Your orange target? That’s a warm color. So the VR28 makes the orange pop against the now-subdued background. It’s like putting a bold orange sticker on a muted grey wall instead of a white one.

What ever lens transmits the most light, usually clear lenses work good under lousy light conditions

he means 28CR. Being red/green color deficient it has proved itself to be my go to lens for so many situations. You may also see good luck with the RHCP

You’re getting bad advice. Pilla numbers go as such
the lower the number the less light it lets in. The higher
the more light it lets in. That’s why 98 is clear. Dark days
You’re gonna want at least a 70 or higher. The 3 letter lense
tends to transition light at bottom to darker at top. I hope
    this helps
