My thoughts on this subject is that it would do more harm than good.
#1 it would add a considerable amount of time to an already time consuming sport. For example using a 5 sec. max delay, with 2.5 sec avg. it would add around 5 minutes per. 25 or about 20 min. per squad per 100 target event. Whatever the delay it would add time to an event.
#2 the better the shooter the less the delay would bother the shooter. If you hold the gun still until you see the target the delay won't be a lot of bother.
#3 in my opinion it would only widen the gap between the dedicated shooter and the weekend warrior's score.
This subject has been kicked around many times over the years and I'm sure it will be again in the future and I doubt if anything will change on this point. Just my opinion.

We had a type of what one might call a “voice delay” for years.
It was a kid in the chair with a button in their hand.

voice delay would be equal to MLB going back to a pitcher taking forever to wind up, instead of the new pitch clock used to speed up the game.

No sensical thought by someone that never shot at Vandalia with manual pullers. The game wasn't slower. There weren't huge delays. Somehow I feel dumber reading that.

When we decided which 300 target local shoot we were going to go to, sometimes there were 3 the same weekend, we never based it on how long it was going to take. The ONLY thing I wanted to do is shoot so it didn’t matter how long it took. Get there at noon, leave after the doubles. There was no better way to spend the entire day. I didn’t care if it was dark on the way home.
Nothing else mattered, everything took a back seat to shooting. I never understood why people were in a hurry to end what was supposed to be the most important thing in their lives.

And that voice delay I posted about didn’t slow down the day one bit. The delay was when the kid slow pulled you.

    time is money.
personally i look at delay as part of the game. just one more thing to master to make you a master.
