PW 28 and 410 light loads

MY PW 800 plus throws a lot of light powder charges on 28 ga and 410. What is the best powder to use that will drop easier so I get few light charges?

 

Another one to look at is Alliant 20/28. It was literally designed for the 28 gauge, and it meters beautifully. It's a flake powder, but finer than something like Unique, so it behaves much better in a progressive press.
