Fellow trapshooters, it cant be much clearer than this. Illinois has committed zero (0) dollars for Sparta.

Ummm... that doesn't say they have committed zero dollars to Sparta. That zero in the row you indicate says they are reducing the general fund allocation to Sparta BY zero. Actually the funding from that particular fund was likely zero anyway.

What your screenshot says is they are cutting funding by $1, 412,000. If you read further in the proposed budget it says $2,000,000 is the proposed funding for WRSC.

I see a column that says recommendation (0) and a total of -1,412. Didn't the governor earlier veto around $200k for fixing the road?

Spell it any way you want it don't look good.

I agree it is big cut and isn't good.

I'm just pointing out what that part of the document is saying is not what's getting posted here. It is not a recommendation of $(0) funding. The zero you guys are looking at is really meaningless. That section is only talking about recommended CUTS, not recommended FUNDING. A cut of zero is much different than saying no funding is proposed. $2,000,000 is the proposed funding, see page 292.

I read it the same as Bat, proposed 2 million. Curious about the cut from 11 to 1 headcount. Is that office staff/management positions? A park that size certainly could not be operated by 1 person.

Nope, not yet, its a proposed budget after all. Expecting to spend $2,704,900 in fiscal 2016, and proposed 2017 appropriation of $2,000,000

I guess it wasn't clear after all.

To you. Clearly says no money has been appropriated for Sparta. And that which may be asked for wont cover the total amount needed.

Then why are the above posters going back and forth about it?

Wow, is it really that hard to follow? Of course no money has been appropriated, it is the 2017 PROPOSED BUDGET. There will be no appropriation for 2016, they moved on to 2017 without any action. It clearly says they estimate $2,704,900 will be spent during the 2016 fiscal year even without an appropriation. It also clearly says the proposal for 2017 appropriation is $2,000,000. That doesn't mean $2,000,000 will be the actual appropriation for 2017, just that is what the gov is proposing.

It's not hard at all Bat, I think they also think those number are in hundreds and not thousands.

    That looks clear too.

Doesn't mean they will get a penny for the joint. Even the proposed amount will leave a future deficit close to 3/4 million.

    Not that many care anymore.

You are correct that it doesn't mean they will get a penny for the joint. All it means is that the guy that started the whole thing is starting out with $2,000,000 on the table. That's better than what I was reading around here earlier. But heck, who knows if they can even pass a 2017 budget?

Looks to me that there is no money budgeted this year for Sparta. I see a zero for appropriation for this year.

That's because there is no budget for FY 16.

Sure that is what he meant. No budget yet for 17 either.

Even though they didn't allocate any money, they are still running a tab.

Be interesting to see where the Democrat gun haters think that $2,000,000 will go to better use. I guess we'll just have to wait and see how things fall out. Hopefully the Democrat majority will see the importance to continuing the funding of the WSC.

The State of Illinois can agree and sign (commit to) a lease , extend the lease for an additional 10 years, after the 11th dismal year they choose to not honor said lease agreement (legal document) and revert to Political negotiations that shows Hope, Change, and Promise ... ( Much like what Obama was talking about when he got elected, "Hope and Change" ) ... The Governor shutters the place and IDNR says , no he didn't mean that we will give you a Tentative agreement, which then because a Possible, agreement, to a probable agreement, to an MOU but not even a hand shake and people want to debate a Budget as in "Proposed Budget" (tentative, possible, probable ) as if its carved in stone ... The Proposed Budget has been amended at least 6 times since it got (initially) presented by the Governor and the democrats are still holding back and are not willing to compromise but not one person can see the forest through the trees and accept it for what it really is ... The WSRC is not included in any proposed budget for FY 2016 because there is not a Budget to be considered in, carry over to FY 2017 which more or less states the same amount as the previous budget for FY 2015, which has been modified by not having a budget in FY 2016, so people can hang their hat on something that does not exist about a place that probably will not exist unless its sold to investors ... I am not a big time investor but have on occasion met a few people I would consider to be major investors but not to the same degree (level) as President Donald J. Trump would be considered to be ... I do not know of any "Investor" who would take the chance of investing any amount of money in a place like the WSRC which has only proven to be a loser from day one ( Amassed over $23 million dollars in loses, in 11 years), could of been worse if the ATA has more shoots as they had initially planned on doing ... The tricks have all been tried to increase the attendance as other shooting venues fall by the way side and walk away, this has to indicate something to someone as those of us who see no practical reason for an investor to want to get involved ... Debate till the cows come home, there is no commitment, the State is out of it, its going to cost someone "BIG DOLLARS" any way you look at it ... If it looks like a Duck, quacks like a Duck, walks like a Duck, I would be willing to bet its a DUCK , but I would not bet a dime on the WSRC not now, not ever ... The ATA cannot afford to own a place that cost more to maintain than it can generate in income (break even) much less make a reasonable or even unreasonable profit ... The ATA turned it back to the members when it all got started, doubt the members are going to bail out the ATA and support them getting involved in buying the WSRC ... The ATA left the members, the members didn't leave the ATA ..(Flyersarebest) ... So it goes ... WPT ... (YAC) ...
