Ding dong, Rauner's budget proposal is DOA - Tribune 2/18

first it sounded like Gov. Bruce Rauner's "Dorothy" moment.

About a third of the way through his budget address to the General Assembly on Wednesday, after outlining the gruesome financial condition of the state, the first-term Republican offered his Democratic opponents in the legislature the option to try to balance Illinois' budget by giving "the executive branch the authority to cut spending to live within our revenues."

I half expected a scepter-wielding fairy to descend from the rafters at that moment, to interrupt the speech and tell him, "you've always had the authority," just as Glinda, the Good Witch of the South, came down in a magic bubble at the end of "The Wizard of Oz" to tell the flummoxed Dorothy that she always had the power to return to Kansas.

"Close your eyes, tap your heels together three times and think to yourself — 'There's no veto like the reduction veto, there's no veto like the reduction veto, there's no veto like the reduction veto.'"

No budget - no WSRC. Headed to the Cardinal for 4 shoots in the summer . Big whoop.

 

Rauner is either really smart, or was smart enough to get political advisers smart enough not to fall for the democrat's game plan.

 

WSRC has been included in the budget... shooting will resume mid to late March

 

Looks like the dems and Rauner and repubs did not get the memo. Budget is DOA? Chicago Trib got it wrong huh?

No budget in Illinois. Now that is news. Does this really matter? Not to me. Our family has SCTP plans. Not in IL.

 

ATA just announced that IDNR has said they are opening WSC in a couple weeks. First scheduled tournament will be a Glock pistol shoot. ATA VP says that Grand is a definite go. Guess my source was off on this one.

 

WTF who worries about a pistol shoot? There is no budget. April fool shoot on the first of April. Be sure to show. lol

 

Also sounds like trapshooting league and day to day trapshooting will start up mid to late March.

 

February 24th 2016 still no Illinois budget passed by the Governor

 

The State of Illinois does not and will probably not have a budget for the fiscal year 2016 , tentatively, possibly, probably letter of intent, MOU, no hand shakes,until sometime in 2017 ... This makes it IMPOSSIBLE for the WSRC to be included in a budget that does not and will probably not exist in 2016 ... The State and IDNR cannot open the facility without a budget if they are going to be responsible for the operations of , the utilities, up keep, and payroll of the State employees unless assumed and agreed upon by and with an outside source who would then take all responsibility and liabilities over for the WSRC ... The State could and might require a Bond to be posted and held until the rental agreement expires or gets terminated by agreement of all partied involved ...

The Republicans offered a compromised Budget agreement which was turned down by the democrats so to date they are stagnant and it does not appear either side is ready to budge and accept the term s of the opposition ... This is well beyond a Power play or Political posturing as the State goes deeper in debt on a daily basis ... This cannot get much uglier ... WPT ... (YAC) ...

For those interested, WalMart has a sale on kool aid this week and this week only, 1/2 off the regular price ... 2 for a dollar or $.50 each ...

At this time the WSRC has two confirmed events (see below) and no official planned opening for practice. When that information is confirmed it will be publicly announced.

These are the only two confirmed dates at the facility nothing else that you may of seen posted are confirmed, once confirmed they will be posted ...

 

They will probably skip over the 2016 budget and move right into the 2017 budget due in July...LOL

 

The WSRC is no longer dependent on a budget, now its a matter of who is going to pay the price to rent the facility, the terms and amount to be paid, by whom is whats left to negotiate ... The State defaulted, the ATA served them notice (we think) to terminate then the oral agreements with stipulations started ... That has not been confirmed to date other than what every one claims to have seen, been told, or assumes ... The States obligation ended when they defaulted on the extension of the original lease and it seems as though they have separated them self from any liability and responsibility in the future with regard to the WSRC so now it will be up to someone else to assume the problems ... STATEMENT: “Today’s announcement ensures the 2016 ATA Grand American will take place at the World Shooting and Recreational Complex despite the Democratic Legislature’s failure to pass a balanced budget. The Rauner Administration is protecting this significant economic engine for Southern Illinois by ensuring this premier event will take place at the WSRC.”
BACKGROUND: IDNR is signed a MOU with ATA to ensure the largest trap shooting event in the country remains in Southern Illinois, and to give members of the ATA confidence they will have a location for their shoot. The MOU allows IDNR to negotiate with the ATA allowing them to operate the complex should the state not be able to open the facility by April 15. Governor Rauner’s proposed budget included full funding for the WSRC. We are only in this position because the legislature failed to pass a balanced budget.
